When the news of the unfortunate cyber-terrorist attack on the Swedish Tax Agency reached the Security Council today, the committee was very close to finishing a set of draft resolutions addressing the issue of Children in Armed Conflict. Instead of taking the time to finish dealing with this pressing issue, the Russian delegate made a motion to table this topic until the Security Council could deal with the “more important” issue of the Swedish terrorist attack.
The Russian delegate stated that he believes the issue of the Swedish terrorist attack to be of more importance than the issue of Children in Armed Conflict, which was so close to being settled. The Russian delegate stated that keeping Sweden a stable country was more pressing and reminded the Council that the proposed draft resolution would still be there when they were finished. The Brazilian delegate agreed with the Russian delegate’s motion.
The representative from the United States of America disagreed with the motion to table the discussion on Children in Armed Conflict, stating that he “…finds it important to finish addressing an issue, and to make a resolution before moving on to a new issue.” The delegate for the United States of America wished to avoid confusion by switching back and forth between different issues. In the end, only Russia and Brazil voted to table the issue, and the motion was quashed.
However, during the entire discussion regarding the issue of Children in Armed Conflict, Russia has not been very active. In fact, it wasn’t until after the press release regarding the Swedish terrorist attack that the Russian delegate spoke up at all. It has been speculated that the Russian representative does not find the issue of child soldiers important and is trying to delay the proposed solutions because he disagrees with them.
